New Year's Day Address 2019

(January 1, 2019, the twenty-sixth day of the eleventh month of the year of the Dog)

  Thirty years have passed since the establishment of Riyue, and we have entered our thirty-first year. How should we view the current state of the Chinese economy? Being overly pessimistic or overly optimistic is one-sided. In the coming period, our country will face even more complex domestic and international situations. We must be vigilant in preventing and resolving major risks, and avoid creating new risks while addressing existing ones.

  In the context of successive closures of private enterprises in China, Riyue's top priority is survival. Survival is success. As long as Riyue survives, there will be a day of take-off! We can better contribute to society, benefit our employees, and improve their lives! The Chinese economy has entered an adjustment period, which is estimated to last about three years. If we can weather this adjustment period, Riyue will enter an ideal growth phase, so everyone should remain calm. Maintain your faith, belief, and confidence in Riyue. Adhere to the principle of steady progress, dialectically view changes in the international environment and domestic conditions, enhance our sense of urgency, unswervingly manage Riyue's affairs, and pursue high-quality development persistently!

  To this end:

  1. Strive to increase production and actively practice thrift. We cannot waste a single penny on unnecessary expenses.

  2. Reduce staff and increase efficiency. Learn from comrades Yuan Yihuai, Huang Dong, and Zhu Qingmei, ensuring that elites are rewarded for their hard work, fully reflecting that working well or poorly makes a difference, working more or less makes a difference, and the level of dedication makes a difference.

  3. Concentrate superior forces to fight annihilation battles. Be pragmatic, refined, and efficient. We can mobilize the company's human resources to overcome difficulties. When necessary, cadres should step up. Middle-level cadres are both commanders and combatants, working before and after hours. Bureaucracy and formalism must not be allowed to dictate from above. Loitering, hands in pockets, is unacceptable. Double-dealing is unacceptable. Taking all the credit and shifting all the blame is unacceptable... Riyue must win in market competition to survive!

  Factory 1 leaders Pei Leilei and Yang Nan, and Factory 3 leaders Li Xin and Gong Jin, served as both commanders and combatants in the rush production tasks. As a woman, Yang Nan spared no effort, fearing neither dirt nor fatigue, participating in the calibration of large sensors and transporting goods with a hand truck. Pei Leilei worked the most overtime.

  4. When signing sales contracts, pay attention to the payment cycle. We cannot agree to a 6-month payment period just to secure a contract. It's easy to wait 6 months, only to receive a promissory note with another 6-month or one-year payment period. In this way, the payment period becomes 12 or 18 months, and the profit is not enough to cover bank loan interest... These irresponsible contracts seriously harm Riyue's interests.

  5. We cannot sign any unequal treaties that sell out Riyue's interests. Riyue people must have their own self-respect and self-confidence. Strictly review the wording in contracts or agreements. Once a word is written, it's difficult to change. Scams are rampant now, and if you sign incorrectly, you may not even be able to sue! Under no circumstances can we compromise on sovereignty! We need calm, modest, erudite, and self-respecting true self-confidence, not pretentious, boastful false self-confidence.

  Set a goal for your work and ensure that you are making progress towards that goal every day.

  6. We cannot only report good news and hide bad news. We cannot only see the water entering the fish's mouth but ignore the water leaking from its gills. Riyue's raw material purchases average 1.8 million yuan per month, taxes average 300,000 yuan per month, and salary expenses average 650,000 yuan per month. These three expenses alone total 1.8 million + 300,000 + 650,000 = 2.75 million yuan. Only when monthly revenue exceeds 2.75 million yuan is there a surplus. However, in reality, after deducting overdue payments from customers and travel expenses, the actual amount is far lower, resulting in borrowing from Peter to pay Paul for monthly taxes, purchases, and salaries... Therefore, when evaluating team performance, we should include the amount of accounts receivable, the amount of actual receipts, and the actual expenditure to determine whether the performance is profitable or loss-making. We cannot only care about delivery but not about payment!

  What to do? We must increase revenue and reduce expenditure! Increase revenue by expanding the market and increasing production; reduce expenditure by tightening spending, streamlining the organization, strengthening our workforce, producing more high-quality products, and fewer defective products. We often make elementary mistakes, resulting in product returns, repairs, and replacements, turning profitable projects into losses. There are also penalties for late delivery and incorrect delivery, which are all losses. Why don't we discuss these issues?

  7. We cannot be like a bear breaking corn stalks. We are a manufacturing enterprise. We cannot abandon the knowledge and wealth accumulated over the past 30 years. Sensors should be improved and innovated with the times. Weighing instruments, meters, and RTUs should also be improved and innovated with the times. We cannot stand still, let alone ignore them!

  8. To achieve success, we must have a vision that sees the whole picture. The experience accumulated over the past 30 years and the various rules and regulations formulated cannot be completely negated. They can be modified to keep up with the times, like the revision of the national constitution. Before new regulations are formulated, old regulations must be enforced. Safety is paramount and cannot be changed. The "three noes" principle cannot be changed. The principle of "one window in, one window out" must be adhered to. Contracts must be filed, drawings and materials must be filed, and software programs must be filed, and so on. The principles cannot be changed. We must walk on two legs, adhering to both Riyue's brand production and OEM production, with profit as the central focus! Without profit, enterprises cannot survive! The Communist Party's policy emphasizes serving the people and satisfying the people; Riyue's policy should be to serve users and satisfy users, serve sales and facilitate market expansion for sales personnel! Benefit employees and inspire their work enthusiasm and fighting spirit! Do not spend too much time and energy receiving suppliers who come to solicit business! Take the materials and that's it! Time is money, and efficiency is life!

  Discipline must be strictly enforced, and violations must be investigated. Establish systems, rules, and regulations; ensure implementation and emphasize enforcement.

  Strict discipline is an important guarantee for Riyue's continuous progress from victory to victory.

  Compliance with discipline is unconditional and must be followed through. If it is only written on paper, posted on the wall, or spoken, discipline and rules will become paper tigers and scarecrows. Zero tolerance for violations that cross red lines, bottom lines, and minefields.

  Incorporate strict discipline and rules into Riyue's management and supervision, forming executable, operable, manageable, and accountable systems and regulations.

  Currently, anyone can make plans and ship goods at will, resulting in a lack of control!

  9. Personal character must be strong, and this must be a key consideration in selecting and employing people.

  Optimize the knowledge structure, ability structure, and professional structure of the leadership team and cadre team.

  Use people fairly and curb unhealthy trends in the selection and appointment of personnel.

  Use the criteria of whether one dares to take on responsibilities, is willing to work, and can accomplish tasks as important standards for identifying, evaluating, rewarding, and promoting cadres. Use what a cadre has done, how much they have accomplished, and whether their work is recognized by the organization and the masses as the fundamental basis for selecting cadres.

  Some people slack off at work and rush around after work, preparing to leave half an hour early and rushing to the dining hall before dinner time. This seriously affects the overall image and quality of Riyue and must be rectified!

  Some others come to work but don't do any work, only waiting for overtime pay; they don't have balanced production, and when it's time to ship, they outsource the work, which seriously loses Riyue's profits.

  10. User complaint issues remain unresolved after a year, and responsibility must be investigated. It must be pointed out that the counter-complaint user's argument is incorrect!

  11. Everyone is responsible for safety prevention. In the past, due to inadequate management and loose security, confidential information was leaked and stolen, seriously threatening Riyue's security. When arranging visitors, we must be aware of what areas can be viewed and which cannot; which words should be spoken and which should not.

  The right path is full of hardships. No illegal or disciplinary actions should be taken; everyone should abide by the law and everyone has the right to supervise!

  12. Never forget the path we have traveled and the things we have done. Regularly reading "Riyue Outline" ("Riyue's Path", Volume 2, Page 11) will be helpful for Riyue's future path. The "Riyue Outline" is Riyue's guiding document and has not become outdated.

  Improve the training of new employees, assign dedicated teachers, and inherit Riyue's culture, spirit, technology, craftsmanship, and system. Teachers should care for students, and students should respect teachers. New employees must pass the assessment before they can work independently. Past deficiencies should be made up!

  Aim high, but be down-to-earth;

  Be self-reliant and work hard;

  Be independent and strive for self-improvement;

  Never forget the past, and create the future;

  Be united and friendly, and work together;

  Understand and forgive each other, and achieve harmonious win-win results.
